ASSUMPTIONS OF PLURALISM: 1.Diverse groups come together to form a society and their diversity in interest give strength and balance to the community as a whole. 2.The power to represent one’s interest resided equally in all groups. 3.The administration goes about as an unbiased official for the benefit of the general great, accomplishing reasonable and just bargains to contending claims. 4.The economic and potical life are independent of each other. The rich and the poor are treated equally by the government. 5.The practice of exercising power was visible. Pluralist theory view interest groups in a positive light as they consider interest groups as a link between people and government. Since they compete with each other, they don’t allow any group to dominate other and hence helps to maintain the balance.
Interest groups can influence administrative rulemaking through direct communication with government officials, participation in public hearings, drafting reports to member of the government on specific policy issues, as well as through media comment (Chari, Hogan; Murphy, 2010).They can improve the efficiency ,effectiveness and economy of government’s operation. They also ensure that the implementation of the policies reflect public interest.
